There should be a pinky sized gap between your heel and the back the of clog, and plenty of room in the toe box area. The instep will be the snuggest part of the shoe and your heel should lift up slightly out of the shoe as you walk.

Too Small
Pro Oiled Leather Women's Clogs. These are beautiful clogs. I wear a size US 9 or EU 40. However, the size 40 was overall small and only felt good if I didn't walk. The top of the clog left an indentation across the top of my foot. I tried the size 41 and it fell right off my foot. Something in between would probably have worked. Returned both pairs. Sanita service is very fast and good.

I’ve been wearing Sanita clogs for over 20 years, almost daily. This year I ordered my usual size and it was too small. I returned for next size up and it was too big. I think I read that the sizing changed? I am no longer able to wear my fav clog… so very sad.
